HSE
KE states that an HSE policy is in place. On site accommodation and catering services
are provided by contractor catering staff. All three fields have water storage tank facilities
and potable water is obtained from water wells. Staff work a 12-hour shift and are rotated
on a 56-day cycle comprising 28 days off schedule, 14 days of night shifts and 14 days of
day shifts.
Hard hats, boots and coveralls are provided for staff and they are worn. KE states that
the sites are generally safe and routine safety inspections take place. Equipment is laid
out in a manner that takes account of safety considerations and overall the site is
maintained in a safe and efficient manner.
Site security is enhanced through the use of onsite military personnel, local Bedouin
guards and “Asset Protection Advisors”. CCTV cameras operate at all facilities. Facilities
have adequate lighting. Each facility has an Emergency Response Procedure (ERP).
Basic security is provided by a chain link fence with barbed wire at top around the facility
with pipe crash barriers outside the fence. Military check points are manned 24 hours a
day. There is one entry check point for each facility.
Firefighting equipment and personnel are provided to cover the Block. Specifically, a fire
truck and firemen are stationed at Halewah Facility. Fire extinguishers, fire cabinets with
hoses and nozzles, and fire monitors are strategically placed throughout all facilities.
Monitors are supported with standalone fire pump system with water tanks. Hazardous
materials are kept safe through the use of secure cabinets.
Internal access roads are constructed from compacted sand and crushed rock and are
stated to be in a good state of repair.
The last LTI (as at March, 2013) was on 21
st
February, 2012.
KE states that there is no oil spillage and that the facilities are kept clean with no obvious
negative impact on the environment. The site is litter free reflecting the daily practice of
cleaning and inspection. Piping across the site is secure and there is no evidence of
leakage.
AI.2.2
Plant and Equipment
The Halewah facilities were initially constructed with a processing capacity of
50,000 bopd. This capacity has since been increased to 75,000 bopd through the
addition of a desalter/dehydration and heater train. The facilities include separators; gas
and water treatment and injection equipment (compressors and pumps); gas fired power
generator; central (with interfaces for the block) control system; emergency shut-down
system; crude, diesel, helicopter fuel and water tanks; chemical injection skid and sewage
treatment plant. Produced water is pumped to Al Nasr field where it is injected into the
reservoir for pressure maintenance.
The facilities at Dhahab currently handle approximately 5,000 bopd though a system of
production manifolds, test, intermediate pressure (IP) and low pressure (LP) separators.
The IP separator can handle 35,000 bpd of liquids with 15 MMscfd gas and the LP
separator can handle 20,000 bpd of liquids with 5 MMscfd gas. Crude from the separator
is transferred to the crude tank (10,000 Bbl capacity) via a degassing boot before being
pumped via a 12-inch pipeline to Halewah. Produced gas is used for fuel and re-injected
for pressure maintenance (through wells 7 and 18). Apart from the gas driven power
